    • Ronald Reagan, who signed the Convention Against Torture in 1988, during a period of much higher terrorist activity, and also insisted on applying the rule of law to them as common criminals. Thanks to Glenn Greenwald for pointing this out at Salon.com. Reagan also took a stand against banning openly gay teachers from public high schools in California, and tried to make a deal with Gorbachev to get rid of all US and Soviet nuclear weapons. Most relevant today, Reagan said, "We’re going to close the unproductive tax loopholes that allow some of the truly wealthy to avoid paying their fair share. In theory, some of those loopholes were understandable, but in practice they sometimes made it possible for millionaires to pay nothing, while a bus driver was paying ten percent of his salary, and that’s crazy. [...] Do you think the millionaire ought to pay more in taxes than the bus driver or less?"
