  •  Actually Presidents are NOT automatically cleared (17+ / 0-)

    True they are cleared for "normal" stuff but "Programs" are a different story.  Some are held only by the SecDef and Chairman of the Joint Chiefs.  Some are those two plus the "big 4" - Chairman and Ranking member of the House and Senate Intelligence Committees.  

    Like you, I have been in this business a long time and in fact I am one of the people who interviews others for clearances.  Out "top 3" indicators are Money, Sex and Unexplained foreign travel.  RMoney would have some 'splainin to do over the money.  If I were reviewing his file I could probably forgive the foreign accounts.  These days we can monitor those quite easily.  What would cause me to recomend rejection are the lies.  See, we really dont care what you do as long as you dont lie about it.  If you are willing to lie ones, you will again.  And his lies are BIG ones.  Embarrassing ones.  Exploitable ones.  We dont like lies that leave you open to external pressure and blackmail.  

    "So when did you REALLY leave Bain?"
    "Where did you REALLY live in 2002?"
    "Why did you lie about those?"

    The answer would be easy - financial gain.  That triggers the Money indicator.  If you will lie for money, you will sell secrets for money.  To quote Willy Wonka -

      If the President says he needs to know, who is going to refute that?

      I can see a Senator or Congressman being challenged on that point, but how could anyone justify saying to the commander-in-chief, since he could have access to other information denied to you that would support his claim?

      derives from the president, he can simply declare himself cleared for anything he wants to know, or even declassify it entirely, and nobody has the authority to tell him no.
