    there may be two kinds of overseas voters, depending on whether the voter is temporarily, or indefinitely, residing out of the country? I used to get a copy of our county returns statement in NJ when I was younger, and the last two "precincts" listed were overseas voters, with slightly different names, where one had Congressional votes, and the other was prez only.

    Have you looked at the CA Sec of State website?

      registrar's website. It says "A citizen who is permanently living overseas, and is not in the military, may only vote in federal elections (President, Vice-President, United States Senator or Representative in Congress.)" So I guess I'll fill in names for the federal offices. Just got a bit confused since they x'd out everything but President on the sample ballot. My congressional district is pretty reliably blue but I would hate to leave it blank, it's just the principle of it.
