    There is a significant difference between an Embassy/Ambassador and a Consulate/Consul.

    An Ambassador is a diplomat of the highest rank, sent by one sovereign, or state, to another as its representative.  Their residence is the single Embassy which is located in one city, usually the Capitol of the assigned state/country.

    A Consul is an official appointed by the government of one country to look after its commercial interests and the welfare of its citizens in another country. Often, a government has more than one Consulate in a given country, each overseen by a Consul.

    Ambassador Stevens, whose permanent residence was the US Embassy in Libya's Capitol of Tripoli, was visiting a US Consulate in Benghazi.

    Further, an Emissary is an agent sent on a specific mission or errand.
