    The court did not vacate it. In fact, only two of the six justices ruled to vacate it. The majority sent it for review by the trial court to figure out if the state can actually get the I.D.'s issued. So far, the state has lied and said that they can. Until another court ruling takes place, the rule is still in effect.

      Isn't the court supposed to rule on an "abundance of caution" basis, meaning that unless the state can convincingly demonstrate that the election results are in serious peril if this law isn't in effect, it's reasonable for it to be stayed pending further review AFTER this election? I.e. "do no harm"?
