    Maybe in some stupid marketing of some stupid device might make that claim but it is not scientifically accurate.  An ion is an electrically charged atom or molecule it is either short an electron or has an extra electron. Ozone is a 3 Oxygen molecule and while highly reactive it is electrically neutral and therefore not an ion.  The confusion is probably because and electrical discharge creates ozone as well as knock electrons of air molecules creating ions, but ozone itself is not ionized. And, at normal temperature and pressure the electrons knocked off an atom or molecule by an electric discharge will quickly recombine resulting in light.  But, more importantly making it virtually impossible to breath ionized air.
