returns in those prior years, just recently, for optics as well?

When they issue that summary, I want to know what years were amended returns and when the amended returns were filed.  No way I believe this tax cheat pays 15-20% on average.  No way.

tax rate was 28%.  Then from 1997-2003 it was 20%.  From 2003-present it's 15%.  So if you take the average of these capital gain rates, it comes out to about 20%.

HOWEVER, Romney was made most of his income in the 1990s, when he was at Bain.  So his average effective tax rate from 1990-present should really have been significantly higher than 20%.
