      The University of New Hampshire, which is catering to out of state students because NH residents can't afford the tuition, is attracting developers of private student housing enclaves (ghettos by design) that are served by public transit to reduce the need for new roads. That is, students are being encouraged to arrive by train or bus and leave their cars behind. Of course, since they are soon going to be unhappy about the lack of municipal services in these non-gated private communities, it will be helpful if they can't vote to throw the local politicians scrambling to increase revenues and reduce expenses by promoting self-service development for students. It's not just the elderly and prison populations that are the targets of human husbandry.
