    Queen Elizabeth is constitutionally the head of state. The PM is the chief executive and is an MP. It's a good system, but remember that in practice, the PM's opinion becomes the opinion of the majority, which becomes the law. Americans, for good or ill, are uncomfortable with a system like this.

    I disagree though with the notion that Canada is a highly centralized system. From my perspective, the Provincial governments are very powerful indeed.

      I meant only that Canada's founders intended Canada to be highly centralized.  We evolved away from that a great deal (mostly due to Quebec, but they're far from the sole cause) and ended up defacto as a fairly decentralized country where the Provinces collectively have a larger budget than Ottawa (unlike the US where the Feds account for 70% of all tax dollars and State/Local is 30%).

      Anyway, I only meant that the Veto as it stands is not some holy writ passed down from heaven.  I think it could be reformed without America adopting Elizabeth as Queen and appointing Prime Ministers to run the show.
