    including 19 waiting for a final floor vote, which has been a fairly constant number for the past 2 years. The confirmation process can now take a year or more thanks to Senate stalling every step of the way, so having more nominees pending would just mean more people with their lives on hold.

    One of the more blatant ways Republicans have stalled the process is that by Senate tradition, senators have veto power (through Blue Slips) of nominees from their home states. This has meant no or very few nominees from states where Republican senators disagree with the President on nominees such as Texas, Georgia, Arizona, and Oklahoma.

    Although Obama did get off to a slow start the first 2 years, he also had 2 Supreme Court nominees in that time, which is something that completely occupied the Judiciary Committee for months.

    If Obama wins and Dems hold the Senate, I think you can expect to see a big push for more confirmations, and a move by Democrats to unclog the confirmation process with Senate rules changes.
