    No, Kennedy didn't balk, the CIA lied to Kennedy, and also lied to the Cuban refugees in the invasion force.  Allen Dulles thought he could pressure JFK into committing US forces once the invasion forces were on the ground.  It didn't work.

    Later that same year, Allen Dulles tried to get Kennedy to sign off on a pre-emptive nuclear strike against the Soviet Union.  Kennedy walked out of the meeting muttering:  And they call us the human race . . .

        Dulles.  Then he went to Dallas and had a very bad day.

        Interestingly, it was Allen Dulles and his brother John Foster Dulles who also engineered the overthrow of the democratically elected Mossadegh government in Iran in 1953.  Had we not installed a monarchy, Iran might now be our best ally in the area.

        Further, in 1942, the Federal government seized the assets of the Walker/Bush family for doing business with the Nazis.  The US also seized assets of Standard Oil of New Jersey (Esso - now Exxon) for providing the Luftwaffe with tetraethyl lead for high octane aviation gas.  The Dulles brothers represented Bush and Walker and Esso against the US government.

      The perception on the ground, in the community was that he balked. The perception created the results of turning off several generations of potential democrats! But thank you for your clarification. You should make a doc and show it on Calle Ocho...

        thought JFK had betrayed them, but that was because CIA had been promising the Cubans US military support without telling the president.
