    I interpret N/A to mean "a response level that is likely above zero, but not large enough on its own to constitute a statistically representative snapshot of a given subgroup".

    Most national polls survey 1,000 or more people.  Based on those samples you can start looking at internals and getting a semi-reliable snap shot of responses amongst various subgroups.  In this case, it was a sample of a little under 600.  Perhaps the south was an aberration and interest levels were higher than in other regions.  

    I agree with your proposed headline, however.  It would be more accurate.  You could also go with "Romney wins debate against Obama in front of a GOP leaning TV audience".  Context is always important.
