    falsehoods can be errors, while half-truths leave something out on purpose.  So, there's the intent to deceive.
    However, it seems Willard uses lies to get notice for himself, as a grandstander.  He lies where others might tell tall tales, which he can't do because he has no imagination.  So, he just does what gets him attention.

    We organize governments to provide benefits and prevent abuse.
