    to INSURANCE COMPANIES who offer Medicare Advantage Plans.  They're paid ~15% more than straight Medicare rates.  It was a giveaway to private insurance companies to entice them to get into the Medicare business.  Now that that's being racheted back, the private companies are backing away from the Medicare population.   Mittens can't have it both ways.   Either you support free market competition (which would preclude any extra payments for private MA programs), or you want to subsidize private companies in the Medicare market.    But good luck getting him to understand that.
