    a report of the congressional Joint Committee on Taxation, which analyzed President Obama's proposed FY 2011 budget and estimated that three percent of all taxpayers with net positive business income (or just under 750,000 of these taxpayers) would have marginal tax rates of 36 or 39.6 percent (i.e., the Clinton era rates) under the proposed budget.

    The report notes that many of these entities are actually S corporations that might not be considered "small" in that they had receipts of more than $50 million.

    Nowhere, however, does the report indicate that these businesses employ 54% of the people who work in small businesses.

    I can only guess that Romney pulled that figure from an Outofmyass Institute report.
