      Clausewitz died in the early 19th century, when the study of Chinese history & culture was in its infancy in the West. He may have heard of Confucius, but that's about the extent of educated Western knowledge about China in his lifetime.

      I doubt that Sun Tzu had said this (I'll have to check my copy when I get home), but if he did both of those writers thought of this maxim independently. (Which does happen.)
