    one constitutional amendment would bring about an almost instant solution to our educational woes.

    It would simply restrict the amount of money spent on individual children's education. It would set a floor amount and a ceiling amount. The floor would be whatever was spent on the child whose allocation was the lowest anywhere in the country for the previous year. The ceiling would be 10 percent higher than that amount. This would include private education but would exclude special needs children.

    We would, I think, see an entirely different attitude toward education if the only way my child could have improved education would be if all children had the same improvement. The powers that be would suddenly have to take a strong interest in the education of disadvantaged kids.

    Of course this could only become law in a dream world where people were rational and had a refined sense of fairness and compassion. After all what could be more fair than to equalize the educational opportunities of all children regardless of the circumstances of the adults in their families.

    Even if politically unobtainable, it is a concept that might serve as an ideal that would shed light on the root of the problem.

    Be sure of one thing, however. If such an amendment were ever seriously proposed, Romney would be leading the fight against it given his attitude toward the privileges that he thinks are the natural right of the wealthy.
