    Because his motives are not honorable. He is doing this for two possible reasons

    1. To try to attract independent voters who are turned off by extremism in the party.

    2. To square off with a Rove DVD that was mailed to swing state voters. The DVD makes the preposterous claim that PBO was the illegitimate child of African-American communist Frank Davis. If voters are to believe what's in the DVD, they have to acknowledge that PBO was born in America.

      My philosophy is always to extend the benefit of the doubt - or as Dale Carnegie puts it, "attribute nobler motives" - to others. Until proven otherwise, that is.
      If he did it for nefarious reasons, praising him for it will still work for us, I think. Independent voters will be looking at how we respond, too.

      his office has, since 2008, been telling birthers that Barack Obama is a US citizen.

      “We make it a priority to respond to all our constituents, so we had a staffer — a junior level staffer — doing some independent research to ensure that we were able to properly communicate to our constituents that he was in fact a citizen of the United States,”
      This is what they say about an earlier (pre-long form release) form letter they would send to birthers:
      “The Director of Health for the State of Hawaii, Chiyome Fukino, which has the statutory authority to review and maintain birth records for the State of Hawaii, has personally reviewed President-Elect Obama’s birth certificate and verified that it is not a forgery,” the letter said. “I have attached a statement from Director Fukino regarding this issue for your information.”

      The office changed the letter last year and included a copy of the birth certificate after the White House posted it online.

      Ryan's economic policies would ruin this country.  But as far as I can tell, he's behaved consistently honorably re: the birther "issue".  His actions in that regard far predate that DVD and his rise to national prominence.
