      Authorities received the information about Collar taking the drug from people who were with him at the concert.

        bit of humane consideration, perhaps even some medical attention?  I have to imagine that at some point in the near future the aggrieved parents of these kids may feel that perhaps a lawsuit is indeed needed to correct this kind of wrong and make sure a treatment response is made the first option instead of injecting a fatal dose of hot lead.  The obligation and oath of an Officer of The Peace to serve and protect is certainly hard to see how expressed in this situation. To cover up, deny and obfuscate, maintaining the thin blue line at all costs, well, unfortunately that may seem a bit clearer.

        Shooting someone 'resolves' this sort of conflict only for the police, short term...but it creates such shocking rifts in families and friends, that the police are harming their image irreparably, and undermining and eliminating the justifications society has to respect them.  All that will be left of their moral capital is merely to be feared, and then the risk is that conflict shifts to a numbers game, and a significant portion of society will be feeling little or no need to back or enable the police.  There's probably many areas in urban and campus settings where that's closer to being a reality than we'd want.  Instead of investing in real community relations, police are too quick to throw on riot gear, grab for pepper spray and batons, tasers, rubber bullets, and, gee, why not just skip right to firing their guns.
