    I favor legislation that makes those costs of shipping jobs overseas not a tax deductible expense. They are legitimate, cash, expenses, but we have other expenses that are not allowed for tax purposes, such as CEO salaries above $1 million. I also favor the 2012 bill that provided for incentives to bring jobs back. However, my point was that it will raise little tax revenue and I also think the sticks for shipping jobs offshore and the carrots for bringing jobs back will have little impact on the trend. The reality is that multinational companies will place facilities where they have the lowest cost of goods, including labor, rent, materials, transportation, and taxes.
