It was the children of women, all but born in prison, that I was thinking of. Doesn't seem like an ideal start. But then, SOP for the GOP is 'pro-life' till you're born, then all bets are off!

R/K selection theory in ecological science:

R-selection: reproductive strategy that seeks quantity over quality, having lots of offspring and investing little effort in each one.

K-selection: reproductive strategy that seeks quality over quantity, having few offspring and investing much effort in each one.

Organisms use one or the other of these depending on their physical capabilities and their environments.

In humans, Republican policies are strongly tilted toward R-selection, and Democratic/progressive policies are strongly tilted toward K-selection.

Once you understand this and its full implications, you understand what's at the root cause of the differences in policies.

"Minus two votes for the Republican" equals "plus one vote for the Democrat." Arithmetic doesn't care about their feelings either!

and thanks also for the 'perverse incentive' term, that fits this particular injustice really well. I'll try to remember both of these ideas.
