    Essentially these private prison companies went county to county, induced a few local officials to get involved, and then got the county to take out a bond to build a prison - on the promise that there would be an ever increasing number of inmates (but not taking into account all of the other prisons that they were building in other counties).

    So now these prisons are empty, and competing with eachother to house inmates for less and less money, while these rural counties are left paying for the construction of a now empty prison.

    Really worth listening to.
