      Actually, the percentage of VAP registered has been declining  for 12 years, from 2000 to 2012 (?), but the total number has increased.  The percent of VAP turnout has also increased.

      Bottom line: more turnout on a decreadsing percentage is vital, in 2012 and in the future.  Higher VAP registered would also be good.
