    all means ALL. As in "no exceptions." "Every single one."

    However, Mitt does not speak English. He speaks Newspeak, which as George Orwell taught us, is designed to disinform rather than communicate. In Newspeak, "all" means "all those which it is convenient for me to acknowledge at any particular time to any particular audience."

    Thus, in Newspeak, what Romney actually said was, "All abortions to the extent that my current listeners are rabid rightwing Republican primary voters, but including those exceptions that might permit me to pivot to the center during the general election, which includes exceptions for rape, incest or the life (and maybe the health, but I'm not sure about that) of the mother. "  

    Mark my words, that is what he'll say. "OF COURSE I meant implicitly all except these exceptions, I'm running for office, for Pete's sake!"  Those of us who think that Mitt is a serial liar will not be convinced, and perhaps a few more.  Those who crave tax cuts above all else will hear what they want to hear.
