    different pollsters ask the question about Party ID in different ways, so some pollsters will classify light leaners with a party ID, even though another pollster might classify the person as an independent (e.g. this election would you classify yourself as a Republican or a Democrat?  As of today do you consider yourself a R, D, or other?  Do you tend to support party X or party y?).  Most voters who classify as independent still tend to lean one direction of the other.  Not sure how the question was phrased, but it's plausible that they could get a 15 percent indie, if true non-aligned, swing voters are classified as indies, while people who classify as independent, but lean towards one party, are classified with the party rather than as true independents.
