  •  I recently did IT design for a similar project (0+ / 0-)

It was a house-to-house survey which used tablets for obtaining survey results.

I used old-generation Windows tablets. some other locations at the survey used Ipads

Ipads worked much better than windows - due to both the OS lightweight and ease of use and physical lightness

Voter registration, GOTV, etc... I can see tablets being useful.
But still much more expensive and fragile than paper.

The bottom line is that tablets w/ network connection are still considerably more expensive and less reliable than paper.

The biggest problem with an application which requires network connectivity is that you want 100% availability. This does not exist yet. In rural and mountainous areas there are going to be dead spots. So you need paper backup.

I can see the use of tablets for "added value" IE lookups in voter registration, lookups of any information, and updates in dense urban areas.

But I see no difference between windows and Ipad.

    •  for voter registrations you always want paper. (0+ / 0-)

For various clerical and record-keeping tasks relative to GOTV, electronic means are viable.

The problem with cloud-based anything, as you said, is that in rural areas it's spotty at best.  Not to mention susceptible to hacking and interception.   So for rural GOTV record-keeping, it helps to have applications that can work independently of "the cloud."
