    Suppose I was a competitive doctor who happened to find a discarded copy of your patient's telephone numbers.  

    And I called them up to make a case for my own practice and why it's better than your practice.

    Nothing wrong or unethical about that, right?

    Now suppose I got access to your patient list not by accident, but by false pretenses.  Still nothing unethical about using the list, right?

    My friends thought this would be unethical and dishonest, but I pointed out to them that you apparently subscribe to the principles of honesty below (via Lee912) so you must think that it would be okay if I were to mis-represent myself and try to take patients away from your practice in this manner.  Yeah, I know you went to the effort of developing those patients, but I'd just be borrowing the list to make my case for myself.

    3. I must always try to be a more honest person than I was yesterday.
    12 Values: Honesty, Reverence, Hope, Thrift, Humility, Charity, Sincerity, Moderation, Hard Work, Courage, Personal Responsibility, and Gratitude.

    Like you, I have no problems expecting that God would approve of my behavior even if you, the owner of the list, don't approve.

        And as a MD licensed in FL, I know there is an appropriate forum.  The state Department of Health will take reports of illegal or unethical behavior on any licensed physician.  I'm on iPhone right now, and can't pull up more info, but go to the MD database and pull this guy's profile.  It's a public record.

        Then we flood the DOH will complaints about this guys behavior.  Also, if you want to talk to him directly, you can always call his office during clinic hours and identify yourself as an MD, with an urgent need to talk to him.  Medical protocol will require him to talk the call.  If he doesn't like the interruption, just share your feelings and let him and his staff know that you were inspired by his own suggestions
