Representatives and Senators have total immunity for anything they say in the House and Senate respectively, and anything they release in their capacity as elected officials.

This really needs to change where violations of statute law are concerned, such as disclosure of the identities of covert CIA employees, foreign agents, and foreign nationals cooperating with the US are concerned (Foreign Agents Identity Protection Act or some such, if I'm not mistaken), because personal identifying information is in no way germane to any legitimate legislative purpose, with very rare and obvious exceptions.

Meanwhile we should be calling Darrell Issa "Wikileaks Issa" because that should drive home the point with his constituents, that he should not be going back to Washington after pulling that dangerous stunt.

"Minus two votes for the Republican" equals "plus one vote for the Democrat." Arithmetic doesn't care about their feelings either!
