      How would you suggest that any disenfranchised ethnic group of citizens to go about changing the "system" if not through the ballot box?

      The point of my comment was that the right to vote is an empowering act of citizenship. You can play the victimhood card to excuse those who opt not to vote if you like, but I think it's then incumbent on you to suggest alternative means that might be a more effective means to redress grievances claimed on behalf of a group that has been, to paraphrase your reply, disenfranchised.
