    I remember reading somewhere that there was a kind of glitch in the rules that allowed for an unlimited number of amendments to be offered AFTER cloture had already been achieved and some Senator (Metzenbaum?) used the amendment route as a stalling tactic after he had already lost the filibuster.

    I believe the parliamentarian ruled in Metzenbaum's favor, the chair overruled him, and then they changed the rule to eliminate the amendment glitch with an overwhelming majority (75+ votes?).

    I think I read it here someplace but I forget where...
