I only recently read about compulsory voting in Austrailia from the Mann and Ornstein book.  That seems preferable to what we have here to me.  Yet we have other related problems to solve - such as how much trouble it is to get registered.  It should really be up to the government to do the registering IMHO.

But to your questions I would start here:

Those who aren't voting are presumed more likely to lean Democratic and there is a recent study that points out Obama would then coast to victory if more people voted:

      much appreciated.
Yes, you actually cop a fine if you don't vote here, and the government chases you around. I recently moved state, and through my dealings with another Gov dept they found me and I very quickly received registration papers in the mail.

through postal service, driver registration, passport or whatever and will mail registration papers to you and you just complete them and mail them back?  Do you have to make copies of any identifying documents to register?

The main problem here is that much of this is left to the states.  And if you've followed at DK there are horrifically unjust registration tactics employed to take our vote away.  There are even widely different baselines on who can actually vote, especially for ex-offenders.

When you go to your polling booth your name will be on the register, it is crossed off after you have voted and shown the appropriate ID.
fuuny enough there was just a segment on this subject on MSNBC
