The diarist and the authors have made their methods explicit for anyone to test.
Okay... so I list all the precincts in my state... then I do something that isn't explained at all where I massage the numbers to make them say what I want.  Great method, you're right.  I just discovered I can make 2+2=5 that way.

An R implementation for the 2008 Ohio presidential election:

      o_size <- order(oh$presvote)
      cumvotes <- cumsum(oh$presvote[o_size])
      cummccain <- cumsum(oh$mccain[o_size])
      cum_p <- cummccain / cumvotes
      plot(cumvotes, cum_p, main="ZOMG!!!!11!")
The plot title is strictly optional, and doesn't affect the results. :)

Their Iowa caucus data are from here. Why Iowa? Because they call it a "perfect example," and who am I to disagree?

Folks can download that as a CSV, read it in as above, and do much the same thing using NumVoters and VoteCount.Romney (as it is rendered via R's CSV reader).

Regrettably, I just found shapefiles for Iowa precincts, so I may now end up making stupid, pointless maps. Gah! At any rate, the upward trend begins at very small precinct sizes, although it does flatten out for a while. So if changes in Romney vote share inherently evince fraud, the fraud must have been very widespread. Amazing that all those participants didn't notice! I guess it really was an uncanny means of evading detection. And the Flipper would have gotten away with it, too, if it hadn't been for those meddling internet analysts!
