    Unless of coures he is going to pay for the protection for all the people of NYC himself. I don't like this guy, I just don't trust him at all.

      overrule him and he may just do that because he's looking forward to 2016 himself.  

      That would be interesting to see.

      If New York is a home rule state then the mayor may have and the governor may not the right of refusal.  I just am not as familiar with the NY rules.

      Under most response planning scenarios, it is the local jurisdiction's responsibility to respond and have enough materials/supplies to last for 48 to 72 hours (as that is how long it can take before the Feds can marshal a response).  Some localities pass on Federal assistance as they are afraid of confusion in the command chain.  I don't know if that is the case here, but I have heard of that concern when talking to local planners and responders.  Maybe Bloomberg is worried about Stafford Act red tape and thinks his response will be more efficient and nimble.  Who knows?
