    could be so thoroughly overwhelmed by a large-scale disaster that it would be physically impossible to respond...their relief agencies and equipment could be damaged or destroyed and personnel displaced.  

    Disaster relief, by definition, needs to come from OUTSIDE the disaster zone.

      would argue the Feds are the cause of some problems (I sure know they do in Louisiana/New Orleans). By me almost everybody would argue that the Army Corp can't build basically "earthen mounds" along the Mississippi. It can decades. Now I would argue building and/or buying a house in the Mississippi flood plain isn't so smart, but millions do and it is hard for me to understand why it can take 10+ years to build a few miles of levees.

      When opportunity calls pick up the phone and give it directions to your house.
