    What I suspect they really want is to dump the responsibility on state and especially local governments -- but those entities won't have adequate staffing, so they will have to outsource / contract it to private companies. It's like the military keeping the number of troops low (and withdrawing them as needed politically), while hiring Xe / Blackwater / Halliburton / whoever to do the fighting and security work that troops used to do.

    Or the privatization of prisons, now run by megacompanies for investor profits.

    So it's not eliminating FEMA; it's privatizing it and Balkanizing it -- every community on your own, but some megacorporation will be happy to provide the service for you, and the pricing will reflect the fact that when you need it, you need it big time.
