      is coming from local/state governments and the Red Cross.

      FEMA has not clicked in yet. So, the first responders were all from local government.

      Eventually FEMA will help with funds, etc., but for now it is all local.

      It’s the Supreme Court, stupid! Followed by: It's always the Supreme Court! Progressives will win only when we convince a majority that they, too, are Progressive.

        Yes, "first responders" - the initial help - were local police, fire and EMT's who, by definition, are in the locale and on the scene already. But so was FEMA, putting equipment and supplies in place, organizing with local and state government units, etc.

        And my comment was because the diary itself - although the title said "Government" - dealt directly with FEMA.
