    operations like NECC are treated as pharmacies (which are regulated at the state level) rather than drug manufacturers (which are regulated at the Federal level by the FDA). The FDA doesn't have much jurisdiction here. It probably should, but it doesn't and it would take an act of Congress to give it jurisdiction.

    In a dog-eat-dog world, rabies is an advantage in the short term.
