    Not only do "states," as a whole, have limited resources compared to the Federal government, but disasters like Sandy only affect some states at any one time.

    So, the federal government can move resources from one section of the country to use in fighting a disaster in another section.

    After all, you can plan on fighting a fire in your house much more acurately than the city can. You could get the fire hoses and the connection. You don''t need a truck, just the equipment. You could keep the firemen for your house on permanent payroll just in case.

    It's a hell of a lot more efficient to have the city fire department fight the fires in the city.
