if you read the BBC article, Poland was fined, not any particular hospital.  Though the Poland, in turn, might try to fine the hospital for the breach of privacy part of the ruling.

And no, in non-emergency cases, treating a specific person is not mandated by law in many jurisdictions (don't know about the US, though). An again, the article makes no mention of a state of emergency.

care because RJ Reynolds funded the hospital? That's certainly not an emergency. Would you be OK with that? Why are you trying to defend the hospitals turning the girl away. They had a moral obligation to treat her and refused? We've got a law like that in WA -- pharmacists can decide they don't want to dispense emergency contraception. And they make the exact same sick, twisted argument -- that the woman or girl could go somewhere else to receive treatment. But that's not always an option. What they and this hospital do might not be against the letter of the law it's certainly wrong seven ways from Sunday. And you can bet the same bastards (like the Catholic Church) would work here as hard as possible to make abortion services unattainable despite being legal. That's the real underlying story here -- by making abortion essentially impossible (the BBC reported just 150 legal abortions in Poland and tens of thousands of suspected illegal ones) they force women to commit a crime. There might not be a law mandating treatment but are you OK with forcing women into either having the child or committing a crime? Because that's what many of them are left with as choices.

Every time Romney and Republicans mention Benghazi it proves they are the sort of opportunists that would mine for gold in a graveyard.
