    challenges like that need to be followed up on.

    These should go to a "provisional pile"

    until the voter is informed and has a change to show up and prove "they exist"


    I believe the verification in Oregon is more a matching of return address and name -- with Registration Roles.

    I've heard of no such "tossing of ballots"
    in my 20 years of living here.

      is more an acknowledgement

      that you recognize the stiff "Penalty for Voter Impersonation"  (Printed right on the envelope.)

      and that you are who you say you are,
      matching the name on returned envelope.  (Under Penalty of Law)


      the actual ballot itself has no identifying notations.
      Only the envelopes they are sent in tie you to your registration.
