    Do the people govern or are they governed? That is the central question of the 21st Century.
    Democracy, it turns out, comes in two flavors. There's the pro-forma, rubber stamp kind in which citizens merely affirm a selection. And there's the participatory kind in which citizens choose who's to represent them and carry out their directives.
    Republicans, being royalists at heart, have long argued that the rulers selected by popular acclaim (vote) are fully empowered to rule without question or interference. Absolute power, they are persuaded, is fine, as long as there is an end in sight. A rotating dictatorship strikes them as a reasonable compromise, if only because it relieves the electorate of doing any work. Royal rule is for lazy people and/or incompetents.
    Indeed, it is hard to blame incompetent and insecure people for not wanting to make decisions or put their hand to the tiller. Where we go wrong is in letting such people decide what's to be done. Being well-intentioned is not enough. That's why "the road to hell is paved with good intentions.". People who don't know must not be put in charge.

    We organize governments to provide benefits and prevent abuse.
