    all those ratings agencies should be investigated and fined since they obviously were negligent in doing their due diligence.  Making the executives serve time?  No.  I do not believe in jail for ANY non violent crimes, I dont care if you have a dime bag of crack or you just defrauded the us gov't.  I think SandP and the rest should be fined heavily, made to give an official statement saying that they misled investors.  And, I believe that the SEC needs to step their game up in investigating new financial instruments.  I mean, there were quite a few people who saw the writing on the wall when banks started coming out with home mortgage based credit-default swaps that were hard enough to figure out much less define risk.

      liable for substantial fines.  Letting individuals off the hook while fining the company won't be adequate deterrence for future misleading ratings.
