what would happen were a GOP-dominated legislature and governor to pass a law, awarding the state's electors to Romney?

According to some analysts--that might be Constitutional, as the Con doesn't require that a state's electors actually be determined by a vote of it's people.   It was commonplace in the 19th century for a state's legislature to appoint its electors, and no change in law abolished the practice:

Now, whether a state legislature in a place like Ohio or Pennsylvania could conduct an election and then overturn the results by legislative fiat if they don't like it, I don't know... but the Rethugs are acting desperate.  If Obama wins by a slim margin--say flipping Ohio flips the election, it might be something that gets tried.

carried the state's vote and the electors en masse voted for someone else I will be more worried.

It would take a lot of brass for an elector to say that the popular vote didn't matter.

"brass".  Such an outrage wouldn't even be shocking.  After all, these are the same people who want to repeal the 17th amendment to the U.S.  Constitution.

I am skeptical that they would get away with it, though.
