    The mail-in ballots have the bubbles to fill in. Evidently if they aren't filled in completely, two workers (one Dem and one GOP) fill the bubbles if intent can be determined and the ballot is then scanned. Haven't heard any complaints. (That said, I haven't voted in person in ages so don't know how it's done. Haven't seen/heard any complaints.
