    So many states' systems are a mess.

    That there is a constitutional path to ameliorating this, at least for federal office, begs the question of why we allow such chaos.

      The Act of 1965 was supposed to remedy this, and it did for a long time, until Scott and his ilk decided to game the system.  Now the system needs to be improved.

      slow to react.

      Contemporary voter disenfranchisement began with the Florida database shenanigans of Y2K or so.

      Only time we could have addressed this threat meaningfully was a few months of 2009 when we had a strong enough majority. We did not have a White House that would've addressed such an issue.

      Hard to say when we may have authority to address this issue; not soon.
