      helped US manufacturing. The Cash and Carry program that started in 1939 and the Lend-Lease program was enacted in March 1941 - nine months before the Japanese attacked Pearl Harbor.

      But I agree with you: the recession provides ample reason and justification to increase spending and Obama's win should provide political power.
