    House and Senate members may not be prohibited from the floor unless they commit a crime on the floor (the caning of Charles Sumner before the Civil War, for instance) or if they have been impeached and convicted, and I can tell you that process is way too hard to do.

    There is hardly a political question in the United States which does not sooner or later turn into a judicial one.
