The state of Florida won't certify any elections until November 20th, when the state canvassing board meets. They will certify the results and then issue certificates of elections to winning candidates, and send notification to the House and Senate of the winners of the federal elections.

Until then, everything is in semi-official status. Most counties have released their final counts, sent them to the Secretary of State. As such, all the votes are counted and we know who won. But from a legal point of view, nothing is yet certified, and counties have until next Tuesday to release their final counts if they haven't done so already.
