    Was Democratic turnout in 1994 much lower than average for a midterm election? I don't know; perhaps you do.

    But from what I've seen, nationwide, Democratic and liberal turnout was not particularly lower than average for a midterm election in 2010; however, Republican and conservative turnout was much higher than average for a midterm election.

    Only midterm-to-midterm election comparisons make sense, because there is always a big dropoff in turnout from all demographics from presidential years to midterm years.

      your own answer. Typical midterm Democratic voting in 1994, higher than average  Repug participation due to Gingrich's framing it for them as a national contest.
