I'm with Melanie that the fundamental start for helping the most people is starting with jobs, food and healthcare.

From there, we can spread out to the others.

My next most visible choices would be civil rights including women's rights, voting rights, free speech.

However, land use is more key for long term.  Environment, manufacturing, farming, housing, schools.

jobs: by this are you thinking UI extension, govt training/hiring (public worker hiring and/or stimulus)?

land use is interesting. seems like it's out of left field since it doesn't get the airtime that some hot-button issues get, but it ties so much together...

If only Michael Phelps hadn't smoked that pot...imagine what he could have accomplished with motivation and good lung capacity.

My town's downtown is not vibrant.    There are unattractive buildings with low revenue businesses.

A variety of reasons stifle the center of town:  unused parking lots, buildings which rotted and were torn down, a landlord or two who won't renovate the existing buildings nor sell to interested parties, not to mention a plain lack of excitement, except for a certain restaurant I like.

Meanwhile the outskirts are being built up.

Finally, the realtors have quite an excess of buildings to sell, the same as 99 % of the rest of the country.

As for jobs -- all of your suggestions, especially public hiring.
